QUALIFICATIONS
Please provide a statement addressing your qualifications and experience
specifically relevant to
(a) ICANN's technical and administrative responsibilities,
and
(b) your leadership and policy-level roles.
I have a solid background in software development and telecommunications,
a good understanding of the technology and operations of the Internet,
and long experience in technical management. I have also been active
in the IETF.
I participated in the process that eventually led to the creation of
ICANN in different capacities, including:
. signatory of the gTLD-MoU;
. participant in the IFWP (International
Forum for the White Paper), and member of the Steering
Committee;
. member of CORE, and member
of CORE Executive Committee;
. elected member of POC (Policy Advisory Committee);
. participant in the EC-PoP (European
Panel of Participants).
About the PSO, I participated in the drafting phase of its founding
document, the PSO-MoU,
as representative of the European Telecommunication Standards Institute
(ETSI), one of the four signatories.
I also played a major role in the DNSO
since its formation
phase, in particular in the establishment of the Non Commercial Constituency,
and at present I am the Chairman of the DNSO General Assembly.
Another added value I can bring to the ICANN Board is the experience
in multicultural environments. I have worked in several different countries,
often in international and multicultural environments, and am able to conduct
business in English, French, German, Italian and Spanish.
I am a member of the Internet Society.

BACKGROUND
Please give any background information, personal statement, URL,
or other information you would like posted in connection with your name
on the ICANN website.
As Chairman of the General Assembly, my primary
target has been to involve a broader audience in the process, and to
give a voice in particular to the individuals and entities that were not
adequately represented in the Constituency system, like individual users
and individual domain name holders, family businesses, civil society.
If elected to the Board by the At-Large Membership, I intend to keep
a similar attitude and make sure that also those who are not part of the
Supporting Organizations have the attention they deserve.
I believe that the role of the Membership cannot be only to elect the
At-Large Directors, but should be also to participate in a pro-active way
in the ICANN process. The task of the At-Large Directors is also
to favour the self-organization of the Membership, and to be the link between
the Membership and the Board. This will be one of my primary concerns
if elected to the Board.

where I will post relevant material in 5 European languages (English, French,
German, Spanish and Italian), and I opened an E-Mail account (rgaetano@chez.com)
dedicated to the correspondence with the At-Large Members about the elections.

I am an employee of a UN specialized agency, established under
international treaty, but serve in a technical management position and
have no influence in the agency's policy-making decisions.
Moreover, I participate in this process on my own time and resources,
without any support from my employer.
